Lt. Gov. Charles J. Fogarty

Charles J. Fogarty was first elected to the Office of Lieutenant Governor in 1998 and re-elected in 2002. Prior to taking office on January 5, 1999, he served for eight years as State Senator and for 13 years in senior policy positions in the executive branch of state government. 

Mr. Fogarty has turned the office of Lieutenant Governor into an active, policy-driven office dedicated to finding real solutions to issues important to all Rhode Islanders. Under state law, Lieutenant Governor Fogarty is responsible for overseeing a number of policy areas in state government through councils and committees which he chairs under law, including long-term care, small business, emergency management and intergovernmental relations .

He is past Chairman of the National Association of Lieutenant Governors, a member of the Executive Committee of the Council of State Governments and a founding member of the National Legislative Association for Prescription Drug Pricing.

During his term in office, Lieutenant Governor Fogarty passed landmark legislation addressing mental health coverage, prescription drugs, health care reporting, pension and government reform, education and environmental issues. He recently unveiled a comprehensive Health Care Plan, Health Care Reform 2004: Moving Toward Excellence, aimed at providing a framework of recommendations that address access, cost, accountability and quality concerns with the state’s health care delivery system. He also recently introduced a comprehensive package of legislation aimed at promoting retention and recruitment in the Rhode Island National Guard. The package includes a proposal to establish a Military Family Relief Fund to provide help to dependents of soldiers on extended deployment. He has received numerous awards from community groups and organizations for his work.

Mr. Fogarty graduated from Providence College and earned his MPA degree from the University of Rhode Island. Born Sept. 15, 1955, he is a lifelong resident of Glocester, Rhode Island.
